Walla Walla County moves to ban medical pot operations

WALLA WALLA — Walla Walla county commissioners have voted to expand a ban on pot business operations to include medical marijuana.
The Union-Bulletin reports that the commissioners’ decision Monday to implement the new ban replaces a moratorium on medical marijuana operations that had been in place since June. Commercial recreational marijuana operations have been prohibited in unincorporated areas since 2014.
County planning consultant Bill Stalzer says the new medical marijuana ban doesn’t apply to individual patients who want to grow small amounts of pot for medical use.
State law allows individuals with authorization from a health care provider to grow up to four plants. Those who have state-issued medical marijuana cards can have as many as 15 plants.

Traffic fatalities down in states with medical pot

States with medical marijuana laws have fewer traffic fatalities than those without, especially among younger drivers, a new study found.
You would think crash rates might be higher, supposing that more drivers are, too — especially around midnight, when a run to a 7-Eleven is necessary.
But, no. Researchers at Columbia University’s Mailman School of Public Health found an 11 percent reduction in traffic fatalities on average when examining places that have enacted medical marijuana laws — 23 states and the District of Columbia. The presence of medical marijuana dispensaries also correlated with fewer traffic fatalities, the study found.
Silvia Martins, a physician and associate professor who was the study’s senior officer, theorized that lower traffic fatality rates in states with marijuana laws might be related to lower levels of alcohol-impaired driving: People, especially younger people, began substituting weed for booze.

U.S. women increasingly use pot during pregnancy, study finds

CHICAGO — U.S. women are increasingly using marijuana during pregnancy, sometimes to treat morning sickness, new reports suggest. Though the actual numbers are small, the trend raises concerns because of evidence linking the drug with low birth weights and other problems.
In 2014, almost 4 percent of pregnant women said they’d recently used marijuana, up from 2.4 percent in 2002, according to an analysis of annual drug use surveys.
Dr. Nora Volkow, director of the National Institute on Drug Abuse, said the results raise concerns and urged doctors and other health care providers to avoid recommending the drug for pregnant women. Volkow commented in an editorial published online Monday with the study in the Journal of the American Medical Association.
A separate study in the same journal found that almost 10 percent of adult marijuana users in the United States — 3 million people — have used it at least partly for medical reasons; 20 percent of these users live in states where medical..

Canadian task force wants to legalize pot

TORONTO — Canada’s government said Tuesday it would study a federal task force’s recommendation that Canadians over 18 years old be allowed to buy marijuana for recreational purposes and would announce new laws in the spring that would legalize pot.
Prime Minister Justin Trudeau has long promised to legalize recreational pot use and sales. If passed, Canada would be the largest developed country to end prohibition of recreational marijuana. Voters in California, Massachusetts, Maine and Nevada voted Nov. 8 to approve the use of recreational marijuana, joining Colorado, Washington, Oregon and Alaska, where it had previously been legalized.

It started with making marijuana products at home for herself and her husband. Then, she thought, “People might buy these.”
The woman, who lives in Keizer, figured she could make money off a medical marijuana-filled, holiday-themed gift box.
The gift box had pot-infused body butter (“to rub on achy muscles”), massage oil (“perfect for the bedroom”), a 4-by-5 inch Rice Krispie edible and other treats. She makes it all herself and is proud of the body butter. She said it helped her mom’s foot arthritis.

BOSTON — Changing marijuana laws aren’t necessarily making weed more welcome in the workplace.
For now, many employers appear to be sticking with their drug testing and personal conduct policies, even in states where recreational marijuana use is now permitted. Others are keeping a close eye on the still-evolving legal, regulatory and political environment.

Report: Oregon’s strict pot rules hurting industry

SALEM, Ore. — A new report argues that Oregon’s strict rules around pesticide testing are hurting the state’s fledgling recreational marijuana industry.
The Statesman Journal reports that the report issued Wednesday says some businesses are closing their doors because of strained supplies.
The Oregon Health Authority started enforcing new testing regulations on Oct. 1.
Jonathan Modie, a spokesman for the state’s health agency, says the tight rules are intended to protect the public.
But economist Beau Whitney — a former marijuana executive — and the Oregon Cannabis Business Council say the rules are shifting business to the black market and costing pot entrepreneurs thousands.
Oregon made $40 million in tax revenue from recreational marijuana so far this year — but the report says that could drop $10 million in the fourth quarter.

Obama says marijuana should be treated like ‘cigarettes or alcohol’

In an “exit interview” with Rolling Stone magazine, President Barack Obama said that marijuana use should be treated as a public health issue similar to tobacco or alcohol and called the current patchwork of state and federal laws regarding the drug “untenable.”
“Look, I’ve been very clear about my belief that we should try to discourage substance abuse,” Obama said. “And I am not somebody who believes that legalization is a panacea. But I do believe that treating this as a public-health issue, the same way we do with cigarettes or alcohol, is the much smarter way to deal with it.”
Obama has made comments to this effect before. What’s next for weed?

More than two years since legal recreational marijuana sales started, Washington pot businesses have seen more than $1.48 billion in total sales, raising more than $350 million in excise taxes, according to the state.
But while sales have almost only increased, questions about the future of the market linger.
Beyond the industry-unique issues of regulation and the fact that marijuana is still illegal federally, it’s not yet clear when the market, which saw volatile prices and supply issues during its early days, will start to balance out in terms of supply and demand.
“We’re two years into a very fledgling industry, so to some extent, the sort of unpredictable nature of this industry is to be expected,” Washington CannaBusiness Association Executive Director Vicki Christophersen said.

Oregon agencies warn pot growers of pesticide use

BEND, Ore. — State agencies are reminding marijuana producers to limit their use of pesticides in the wake of two recent public health alerts.
The Bend Bulletin reported that a letter from three state agencies warns that cannabis producers whose products test below “action levels” for permitted pesticides may still be violating state regulations if they use pesticides banned by the state Pesticide Control Act.
An action level is a low pesticide measure that the authority requires of testing laboratories as a measure of accuracy. Action levels do not indicate a safe level.
The letter, co-signed Monday by the heads of the Health Authority, Oregon Liquor Control Commission and Oregon Department of Agriculture, says growers that failed test results are referred to the Agriculture Department for further investigation.

Marijuana spending passes that of spirits

Tacoma — Marijuana sales passed a quiet milestone in Washington in the first three months of 2016.
For the first time, residents and visitors as a whole spent more on cannabis products than on hard alcohol, based on an analysis of purchase and tax records from two state agencies.
In the first quarter of 2016, people spent $19.1 million more on marijuana than spirits, which includes the cost of the products and associated taxes. By the second quarter, that gap was $52.3 million. Those amounts include state taxes.
Spirits sales include sales directly to customers as well as to bars or restaurants, but do not include wine and beer. Marijuana sales include all cannabis products but not paraphernalia.
In July, the state shuttered medical marijuana shops, sending all sales through licensed recreational marijuana storefronts. Sales at retail pot shops shot up by almost $100 million in the third quarter, to $398.2 million.

Constellation Brands, the alcohol giant that sells Corona beer and Svedka vodka, is considering a new approach to livening up its beverages: marijuana.

Oregon towns prep for legal pot

SALEM, Ore. — Some 30 counties and cities in Oregon approved some type of marijuana businesses in last week’s election, and officials in those communities now must establish rules for every step in the production and supply chain.
When voters legalized recreational marijuana statewide two years ago, the communities — from the cowboy town of Pendleton to Sweet Home in the Willamette Valley — opted out. But many switched it up this month, voting to allow at least some form of the pot industry, including medical marijuana.

Clark County Public Health and Prevent! Clark County are hosting a video and graphics contest for youth to document why they choose not to use marijuana.
The Youth Now “Weed Can Wait” contest is open to people ages 12 to 20. The contest encourages youth to enter creative, high-impact messages to win cash and other prizes. Posters (hand-drawn or digital) and 30-second to 2-minute videos must illustrate the theme, “Why do you choose not to use?”

Oregon pot measure results mixed

SALEM, Ore. — Just a few yards from the Salem, Ore., city line, a customer strolled into the Herbal Remedies cannabis shop on Wednesday, and put his nose into two jars with pot strains on promotion: Black Licorice and Berry Funk. He drew in the aroma appreciatively, like a wine connoisseur savoring the smell of a fine cabernet sauvignon.

Star, a petite 6-year-old sheltie who competes in dog agility shows, almost missed a contest this month. She had spent the previous night at the vet, totally stoned on marijuana.
Her drug trip was an accident. Star lives in Oregon, where recreational use of marijuana became legal last year. Her owner’s husband had left some loose-leaf pot on the dining room table, and Star got curious. Big wins for legal pot, but path uncertain

LOS ANGELES — The number of Americans living in states with recreational marijuana more than tripled after at least three states voted to fully legalize the drug. But the election of Republican Donald Trump and GOP majorities in the Senate and House tempered advocates’ excitement about an easing of federal restrictions.
“There is a massive sense of momentum, and this will put a lot of pressure on the federal government,” said Ethan Nadelmann, founder of the nonprofit Drug Policy Alliance, a pro-legalization group. What gives him “real concern” is Trump.

SAN FRANCISCO — The movement to legalize marijuana faced its biggest test yet Tuesday as voters in nine states, including the nation’s most populous, considered proposals to expand legal access to the drug, which is still forbidden by the federal government.
